The Legislative Audit report released Tuesday covers a period from December 2004 to February 2010. In a section of the report dealing with personal expense reimbursements, auditors raise questions about another $57,623 Jefferson wrote to herself and another $5,448 written to cash. "Because of a lack of documentation, we could not determine which checks were for her personal expense or may have been reimbursements for business transactions," the audit says, adding that it appears that none of the amounts were included as income on Internal Revenue Service documents. The charges stemmed from a scheme by Jefferson and others who prosecutors said enriched themselves with government grant money meant for charitable and education programs. "After reviewing the report with your staff members, I am appalled by your findings with regard to the undocumented expenditures by former Assessor Jefferson," Williams wrote to Legislative Auditor Daryl Purpera. He said information in the report was forwarded to an attorney who was asked to try to recover the money spent by Jefferson. It was the guilty plea and accompanying documentation that led the Board of Assessors in New Orleans to request the Legislative Auditor's review. A bill of information in the federal case included allegations that Jefferson wrote checks from the assessor's account to various "stray payees" to benefit herself and her daughter, Angela Coleman, who also is to be sentenced in the case on Aug. 31. Legislative auditors found several checks that "may have been fraudulently endorsed" and deposited into family members' accounts.

The clerk told auditors she received only three checks and that five checks bearing her endorsement were not actually signed by her. Auditors also raise questions about another $57,623 Jefferson wrote to herself and another $5,448 written to cash.
